Covid-19, #dataBeneComune. Open letter

Civil society Italian is ready to support institutions in tackling the SARS-CoV-2 pandemic. To this end, researchers, decision-makers, the media and citizens must have access to data:

- disaggregated by territories (Regions and autonomous Provinces, Municipalities and Municipalities, in metropolitan areas) and population groups (age, gender, comorbidities),

- updated in real time,

- documented,

- easy and immediate access, available to all.

Transparency and accessibility of data

The current classification system of the national territory in three risk areas postulates the development of an accurate monitoring system that will hopefully generate an important amount of quality data. And the Italian government, in a recent policy document, indicated '' transparency and accessibility of data at the heart of the pandemic risk management strategy'.

Italy has been committed for some time, at least in words, to transparency and governance administrative. It therefore sits among other things in the board ofOpen Government Partnerships. From words to deeds, they are needed new rules and procedures. And it is now urgent to address the Covid-19 emergency with suitable implementation measures to ensure the transparency of the data based on the administrative documents.

5 requests to the Italian government

To the Italian government 5 requests are presented:

1) make available, open, interoperable (machine readable) and disaggregated:

- all the data communicated by the Regions and Autonomous Provinces to the government, from the beginning of the epidemic, to monitor and classify the epidemiological risk (including all process indicators on the ability to monitor, ascertain and result),

- all the data that feeds the bulletins of the so-called COVID-19 Integrated Surveillance of the Istituto Superiore di Sanità (ISS), with regional, provincial and municipal details),

- data relating to infections within public and private structures, primarily those relating to school and educational complexes. All data must include the dates of transmission and updating,

2) make public scientific evidence, formulas and algorithms, which correlate risk assessment, restrictive measures and the related epidemiological impact,

3) receive - in the management, publication and description of data - all the recommendations of the task force 'Working group 2, Data collection and Infrastructure'indicated in the document '' Analysis of flows and mapping of databases of interest to the data task force for the COVID-19 emergency’,

4) appoint a COVID-19 contact person on data and transparency and a contact person for each Region and Autonomous Province, to whom civil society can refer,

5) set up a national center dedicated to Covid data, networked with regional and provincial counterparts. With the skills to define and impose communication standards and formats, coordinate and integrate new collection systems, identify and correct critical issues in existing ones.

#datiBeneComune, petition

Citizens have the right to know the data and analyzes on which the decisions of the government and local administrations are based for the containment of the contagion from Covid-19. The exact knowledge of these data, in an open format, is the indispensable premise for mitigating social tensions. And help everyone understand both the levels of risk and the precautions to be taken responsibly.
