DPCM 3.11.20 strengthened the containment measures of the contagion from Covid-19, from 6.11.20 to 3.12.20. (1) Below, the relevant rules for people with disabilities, diseases and those who interact with them.
They are exempt from the obligation to wear a mask - in addition to children under the age of 6, it isthose who are doing sports' – 'subjects with pathologies or disabilities incompatible with the use of the mask', as well as 'those who, in order to interact with the aforementioned, are in the same incompatibility'. Such as those who interact with the deaf, for whom lip-reading is an indispensable communication tool.
People with motor disabilities or with autism spectrum disorders, intellectual or sensory disabilities or psychiatric and behavioral problems or non self-sufficient with support needs can always carry out motor activities, even outdoors.
Le safety distances and their accompanying persons or care providers who operate 'in any capacity'(professional or solidarity, continuous or friendly) can be reduced, according to need.
Social and socio-health activities provided with authorization or in agreement (including those provided within or by semi-residential centers for people with disabilities) - whatever their denomination, of a social-welfare, socio-educational, multifunctional, socio-occupational, health and social nature - health - continue according to the territorial plans adopted by the Regions. Who must ensure, where appropriate through specific protocols, compliance with the provisions for the prevention of contagion and the protection of the health of users and operators.
Access for relatives and visitors to hospitality and long-term hospitalization facilities, assisted healthcare residences (RSA), hospice, rehabilitation structures and residential structures for the elderly, self-sufficient and not, is limited only to the cases indicated by the health management of the structure, which is required to take the necessary measures to prevent possible transmission of infection.
The companions of patients cannot remain in the waiting rooms of the emergency and admission departments and the first aid (DEA / PS), unless otherwise specified by the healthcare personnel.
They are allowed only events and competitions - recognized of national interest, with a provision of the Italian National Olympic Committee (CONI) and the Italian Paralympic Committee (CIP) - which concern individual and team sports organized by the respective national sports federations, associated sports disciplines, sports promotion bodies (or by international sports organizations), inside sports facilities used behind closed doors or outdoors without the presence of the public.
The ski resorts they can only be used by athletes (professionals and non-professionals) recognized as being of national interest by CONI, the CIP and / or their respective federations. To allow preparation for national and international sports competitions, and the competitions themselves.
Gyms, swimming pools, swimming centers, wellness centers, spas can only provide services that fall within the essential levels of assistance, ie rehabilitation or therapeutic activities. The rehabilitation centers can in turn continue their activities.
Nurseries, kindergartens and first cycle of education (elementary and middle schools) continue the didactic and educational activity in the presence, with the obligatory use of masks outside of children under the age of 6 and of subjects with pathologies or disabilities incompatible with the use of mask.
Secondary schools level two adopt flexible forms in organizing the didactic activity, in order to be able to carry it out 100% through integrated digital teaching. The activity in the presence is allowed:
- only in cases of need to maintain a relationship for the effective school inclusion of pupils with disabilities and special educational needs, ensuring the online connection with other pupils of the same class,
- for laboratory activities, where necessary.
In the areas of the national territory characterized by a scenario of 'maximum severity and a high risk level'' school and didactic activities take place exclusively remotely. On-site activities, on the other hand, continue in kindergartens and kindergartens, elementary school and first year of middle school.
The activity in presence it is however allowed to maintain an educational relationship aimed at achieving the effective school inclusion of pupils with disabilities and special educational needs, guaranteeing the online connection with the pupils of the class in integrated digital teaching. As well as in case of need to use laboratories.
The students who fail to participate in the educational or curricular activities of universities and institutions of high artistic, musical and dance training, such activities can be carried out, where possible, with remote methods identified by the same universities and institutions. Also taking into account the specific needs of students with disabilities.
In (only) public administrations, taking into account the evolution of the epidemiological situation, each manager adopts every solution useful for fragile workers to ensure the performance of activities in 'agile mode'. Also through the assignment to a different job (included in the same category or area of classification as defined by the collective agreements in force) and the performance of specific professional training activities.
