

COVID-19. Italy was in an emergency, following the government resolution and subsequent national decrees, to which the ordinances of various Regions were added. In the continuous evolution of the rules, we try to clarify when and under what conditions you can leave the house.
The current state in Italy you can leave the house only for reasons of necessity and urgency. People who are positive for the Covid-19 virus and subjected to quarantine cannot leave the place where they are isolated, except for the provisions of the health authorities. All the others, subject to the restrictions placed on the containment of the Covid-19 contagion, can exit in compliance with the following conditions.
▶ In the immediate vicinity of the house, for the strict time necessary, you can go to
- make purchases di essential goods,
- practice physical exercise (even just a walk around the house for the older ones, some sun exposure for the disabled),
- accompany the dog short walk,
▶ ️ Regardless of the distances, you can go there:
- to assist a family member or acquaintance (or volunteer),
- at work,
- to take care of the children, for separated couples.
Self-certification - to fill in, sign and take with you when you leave - it can be downloaded on the website of the State Police in its latest version.
Further limits must be verified on the sites website or through dedicated telephone lines, in the Region where you live. The self-responsibility of each, in respecting the minimum interpersonal distance, is crucial to prevent contagion. The evolution of events and measures, described below, shows the seriousness of the overall situation and the need to comply with the requirements indicated.
On 30.1.20 the WHO (World Health Organization, o World Health Organization, WHO) stated it state of international public health emergency (Public Health Emergency of International Concern, PHEIC) in relation to the SARS-CoV2 coronavirus.
On 31.1.20 the state of emergency 'coronavirus' was also declared in Italy, for a period of six months (until 31.7.20), through a specific resolution of the Council of Ministers. (1) This was followed by a series of decrees and laws of the Prime Minister, ministerial circulars, regional and municipal ordinances.
The 11.3.20 la Covid-19 pandemic was stated by the director general of the WHO, Dr. Tedros Adhanom Ghebreyesus. On the same day in Italy the Presidency of the Council of Ministers adopted the decree #RestiamoaCasa. (2)
The #RestiamoaCasa decree, with the cd lockdown, has established extraordinary restrictions on freedom of movement in the entire national territory, including the islands. (2) By adopting:
- Decalogue of the Ministry of Health, where everyone is required to adopt a series of hygienic precautions ((in primis) safety distances e frequent hand washing),
▶ conditions to exit home. Necessity and urgency (eg shopping or going to the pharmacy, assisting a family member or acquaintance in need, taking the dog to do his business) or work. With self-certification accompanying (see above, at the end of the first paragraph),
- Suspension of a wide range of activities deemed non-essential.
Il 14.3.20 protocol, signed by the social partners, then defined the production activities of (more or less) essential goods and services that can be continued.
The legal representatives of the companies and entities admitted to the continuation or reopening of the activities remain responsible in any case, as seen, health and safety of workers. As well as the regular sanitation of environments and work tools.
On 20.3.20 the Ministry of Health has adopted a specific ordinance, aimed at contrasting and containing the spread of the COVID-19 virus. (3) This ordinance, among other things, restricts the possibilities for outdoor activities. In particular:
- access to parks, villas, play areas and public gardens is forbidden to the public,
- playful activity or outdoor recreation is not permitted.
▶ Individual motor activity is allowed in the vicinity of one's home, provided that the minimum distance of one meter from any other person is respected,
- any displacement to homes other than the main one (including second homes used for holidays) is prohibited on holidays and the day before holidays, as well as in those others that immediately precede or follow these days.
the 25.3.20 the Italian government has issued a new decree-law that lays the foundations for further restrictions on movement, at national and local levels. (4)
'On specific parts of the territory national or all of it, one or more restrictive measures may be adopted for predetermined periods, each lasting no more than thirty days, which can be reiterated and modified several times until July 31, 2020 '. (5)
The restrictive measures can be established and modified over time, increasing or decreasing, taking into account the epidemiological evolution of the coronavirus. And they can be adopted:
- nationally, with one or more decrees of the President of the Council of Ministers,
- locally, on the proposal of the presidents of the Regions and Autonomous Provinces (of Trento and Bolzano). (6)
The decree-law 25.3.20, as regards physical activity and the right to travel, provides for the possible adoption of one or more of the following measures:

(5) On 31.7.20, it should be remembered, the original term of the state of emergency declared by government resolution 31.1.20 expires. Moreover, subject to possible renewal
(6) The regions, in the event that specific situations of aggravation of the health risk arise in their territory (or in a part of it), they can introduce further restrictive measures in the areas of their competence. However, without affecting production activities and activities of strategic importance for the national economy.
