

On 25 May 2022, the Council of the Lazio Region approved the bill for the 'promotion of policies in favor of the rights of persons with disabilities' which also provides for a zero-interest mortgage for the purchase of a first home. (1)
But the Lazio Region Council, meanwhile abandoned by its ex-president Nicola Zingaretti who preferred a seat in the Senate, did not implement the envisaged measure. Yet another bluff against the disabled and their families.
The disability – reads the press release of May 22, 2022 from the Council of the Lazio Region – 'represents a crucial issue of great importance in the context of social inclusion policies'. (2)
The regional law n. 10/2022 'it has been defined by the proponents as “an historic passage for the Region”. Allocated 5,5 million euros for the three-year period 2022-2024, which will be added to state and European resources'.
Accessibility and mobility personnel are subject to special measures which, however, overlook the failure to adopt the Architectural Barrier Abatement Plans (PEBA), by 1 March 1987, by (almost?) all the Municipalities of Lazio. (3)
The Presidents of the Lazio Region – like all the other Italian Regions – they should therefore have commissioned the Municipalities and provided for them, within the following year. (4) But in 35 years, nothing has happened.
Read now that the regional law 10/2022 'establishes the Regional Information Center on Architectural Barriers (CRIBA)' and within a year should organize monitoring of ubiquitous barriers is therefore a real joke.
Article 11 (housing welfare) of regional law 10/2022, in paragraph 2, provides 'the contracting of zero-interest mortgages for the purchase of a first home in favor of the disabled person or the family member living with the same, directly and through agreements with banking institutions'.
Égalité it therefore turned to the Lazio Region, Housing Policies Department, asking how to go about obtaining the zero-interest mortgage directly from the Lazio Region, as envisaged by the aforementioned law, or from affiliated credit institutions whose details it was requested to receive.
The Lazio Region responded to the application for access to the zero-rate first home loan for disabled people and their families with the certified e-mail attached hereto. In practice - in the past 6 months, while interest on mortgages skyrocketed - the Lazio Region Council has not implemented the aforementioned provision.

Italian politicians they don't care about the disability and fundamental human rights of its protagonists, except for sporadic promises under elections or exceptions that we will be happy to learn in practice, since useless papers have buried the civilization of this country. We look forward to it. Shame!
