THE FIRST INCLUSIVE URBAN PARK WITH RENEWABLE ENERGY

Égalité ETS, with the support and patronage of the signatory organizations, is pleased to present to the representatives of the local policies in address the project to create the Parco della Gioia, the first accessible urban park as well as Green Edu-Park, in Rome and in Lazio, in the district peripheral of Magliana. With possible historical-archaeological development.

Housing context

Town Hall XI in Rome it is characterized by an average housing intensity, with 152.569 registered inhabitants of whom 21.603 are foreigners (equal to 14,2%. Registry data 2022). Growing, due to the recent completion of the Nuova Bonelli residential complex, with 179 new apartments.

The district where the area designated for Parco della Gioia is located (postal code 00149) records an average per capita income (€ 22.297) approximately a quarter (-23,90%) lower than the average of the 15 municipalities (€ 27.577. MEF data processing on Irpef 2020 declarations).

The designated area

The area designated for the Parco della Gioia is a green space of about 1,7 hectares, in front of Via dei Grottoni in Rome, Magliana district, Municipality XI, currently registered as a vegetable garden. Ideal for the proposed use, under different
wait:

  • extreme proximity to the most populous area of ​​the Magliana district, as well as the Villa Bonelli railway station and the cycle path on Lungo Tevere;
  • very low levels of atmospheric and acoustic pollution, compared to via della Magliana and surroundings, thanks to a railway underpass which limits traffic;
  • flat land without barriers or rubble, in the central part, naturally accessible to people with various disabilities and frailties, including the elderly and parents with strollers.

Historical-archaeological interest

The Greek quadrant of the Vicus Alexandri – where a Greek-speaking community originally from Alexandra of Egypt was based – rose from the river port of the same name, at mile III of via Campana (now via Magliana, near the church of Santa Passera) towards the montarozzo of the current via dei Grottoni. The Christian community took root in this area of ​​the Magliana, under the guidance of the priestess Prassede who is credited with the institution of a Eucharistic space now incorporated into a portion of the curtain wall of the church of Santa Passera.
Among the five Christian martyrs ascertained at Magliana, following the persecution of Diocletian (303 AD), we note the San Felice and the young Adauctus. Felice was acclaimed 'saint immediately' for the voice of the people, for his well-known thaumaturgical powers. And many wanted to reserve a niche in the quarry where he was buried, in the Christian catacomb dedicated to him which however - unlike that of Generosa (Ad Sextum Phillipi), where the other three martyrs were buried - has never been found. Numerous niches were identified in 1911 at the Grottoni quarry, in an archaeological mission, but not even epigraphs referring to San Felice.
The Grottoni they were venerated 'to the two Happys' (Ad duo Felicis) after a second Happy – a country priest from Magliana, appointed pope (Felice II) by Emperor Constantius II – was martyred. Also decreed 'saint immediately' by vox populi and buried in the same catacomb as the first San Felice. Above which a cemetery basilica had already been built, under Constantine, in 337 AD, decorated by the famous painter Vero. Some scholars (Bosio, Verrando, Anappo) therefore consider probable the location of the coemeterium ad Sanctum Felicem via Portuense in the Grottoni area, still unexplored precisely in the area designated for the Parco della Gioia.

Urban regeneration objectives

The objectives of Sustainable Development (Sustainable Development Goals, SDGs) in the UN 2030 agenda include:

  • good health and well-being of people (Good Health and Well-being, SDG 3);
  • clean energy and accessible (Affordable and Clean Energies, SDG 7);
  • reduction of inequalities (Reduced Inequalities, SDG 10);
  • sustainable cities and communities (Sustainable Cities and Communities, SDG 11);
  • action for the climate (Climate Action, SDG 13);
  • partnerships for the goals (Partnership for the Goals, SDG 17).

Urban regeneration is based on the aforementioned objectives, which everyone must respond to - as reaffirmed by the UN and the European Parliament (resolution 7.10.21) – to the inclusion of fragile and disabled people. Especially in peripheral areas such as the one in question.
Territorial goals defined by the President of the Municipality XI Gianluca Lanzi in program of its Council are in fact consistent with both the Sustainable Development Goals and the EU Strategy 2021-2030 for disability referred to in the aforementioned resolution of the European Parliament.

2) Risks to be removed urgently
The current ownership of the central land (Municipality of Rome /A, sheet 801, parcel 288) belongs to a family of builders, through the real estate company Pianeta 90 Srl (shareholders Paolo Marziali and Ida Trani, administrator
Romina Marziali). An expropriation procedure is already underway, precisely in view of the destination a public green.

However, two serious and immediate risks of irreparable compromise of the area must be eliminated. Indeed, it appears that the procedures relating to:

  • three new residential buildings in the process of authorisation. Which would also unjustifiably consume this isolated area of ​​land, in defiance of its historic green destination. An abomination devoid of any
    meaning, even more so after 179 new apartments have just been built a short distance away (via della Magliana Nuova, at the corner with via di Villa Bonelli). Where instead – if housing needs really existed – the recovery of ruins such as those found at the beginning of via della Magliana should be privileged;
  • doubling of the railway underpass, to allow for two-way traffic. The flow requirements of the traffic between the Portuense district and the Magliana district, on closer inspection, can well be fulfilled by the doubling of the
    next underpass, also already planned, which corresponds to a wider, straighter and flatter road. Stimulating traffic on a very steep road (with a blind curve) such as via Alberto Mancini, in front of the Parco della Gioia, however, only means increasing pollution and the risk of road accidents which already sees the Municipality XI in first place for fatality index ( processing Municipality of Rome, 2017).

Joy Park

Joy Park is conceived as a multi-functional green space that integrates a series of social and environmental objectives, preserving every centimeter of soil that has survived the wild overbuilding that the Magliana district
has suffered over the past 60 years.

Inclusion in the green

The first function of the Parco della Gioia is to offer an open, safe and accessible space to all. Including people with disabilities (motor, psychic and sensory) and frailty (e.g. the elderly), who today represent 10,5 million residents in Italy (processing on ISTAT 2021 data). In addition to children and adolescents, whose prevalence also distinguishes Municipio XI from others.

A green lung characterized as follows:

  • partial forestation with plants with a high CO2 absorption index (which corresponds to a high release of oxygen), which also serve to delimit and offer shaded areas to areas set up for recreational, welfare and educational activities;
  • inclusive games, i.e. accessible to children and adolescents with disabilities, who are still absent in the entire city of Rome;
  • flat paths and slight slopes, suitable for prams, unlike the closest park (Marconi) on Lungotevere di Pietra Papa;
  • tailor-made tactile paths also for the blind and visually impaired, carefully free of obstacles where you can stumble;
  • accessible bathrooms, designed by disabled people and caregivers tailored to the real needs of their users;
  • strict prohibition of smoking, even in the open area, inside the Park. For safety needs and a culture of well-being.

Exercise and well-being

Exercise tailor-made for everyone is offered both by the jogging track on the external perimeter of the Park - which also includes an uphill and downhill path, for the most trained sportsmen - and by the fitness trails for all ages, with
equipment for bodyweight exercises, located inside the Park.
The culture of exercise useful for well-being in different ages and health conditions can be imparted both through live sessions, through voluntary organizations and social cooperatives participating in the project, and through online sessions delivered through hi-tech projectors.

Community garden and maintenance

A little organic social garden will be built inside the Parco della Gioia with the dual educational (see above, paragraph 4) and social function, aimed at children and adolescents as well as people with psychic, sensory,
physical education.
Volunteer organizations and social cooperatives that already operate in the public green and agroecology sectors will take care of the maintenance of the Park and support for horticultural activities (know-how and input for organic farming).

Cycle path and connections

The bike path on via della Magliana Vecchia, now interrupted at the beginning of the town, can be easily connected with via dei Grottoni to reach the Parco della Gioia and from there continue along via Augusto Armellini and
via Romilia, until it is connected with the local railway station of Villa Bonelli.
The savings achieved with the renunciation of the onerous works for the doubling of the railway underpass in via Alberto Mancini also make it possible to install a lift on the railway bridge which connects the nearby vico di Santa Passera with via Gaetano Crugnola. And thus facilitate intermodal transport between Portuense and Magliana.

Consistency between greenery, inclusion and archaeology

The archaeological interest of the designated area expresses its potential as a meeting place between the history of civilization and its sustainable development. The installations of the Parco della Gioia are therefore respectful of the integrity of the soils and removable, so as not to hinder any excavations:

  • extensive use of Pawulonia. A plant which, in addition to creating shade and absorbing CO2, grows rapidly and can be partly planted in another area of ​​the park, partly converted into biomass when it is decided to search an underground area;
  • ease of transfer of the areas intended for social gardens, always with a view to not hindering any excavations;
  • accessible paths composed of reticular panels in ecological materials, which do not suffocate soils and lawns and can be moved easily;
  • bathroom cubicles in Pawlonia wood, in turn resting on the ground and easy to move for any eventuality.

The inclusion is therefore extended to archaeologists who, where appropriate, will be able to use the energy, water, services and security offered by the Parco della Gioia. And the park takes the form of an installation – permanent and moving, a
environmental and historical theme.

Education for sustainable development, Green Edu-Park

Another innovative element of the Parco della Gioia is the 'Green Edu Park'.

A multifunctional guided path, for the use of local schools, for theoretical and practical teaching on:

  • eco-sustainability;
  • renewables;
  • effective use of water and the sun;
  • agroecology.

The route will be equipped with 'didactic islands' which will emphasize the environment and biodiversity, the use and saving of water. To this will be added specific demonstration areas on how to produce energy from renewable sources
(water and sunlight).
The playground equipment will also be able to produce energy with movement, thanks to the kinetic technology they will be equipped with, to complete the educational panorama dedicated to renewable energy and sources
of the project 'Green Edu Park'.

Lighting, safety, environment

The lighting and safety of the street (currently absent) and of the park will be carried out with capillarity, thanks to low energy consumption lights equipped with infrared cameras and detectors, to be connected with the nearby Carabinieri Command in via della Magliana Nuova 424.
Joy Park will have a negative carbon footprint. That is, its activities will absorb more CO2 how much they emit, as well as providing other ecosystem functions such as the absorption of particulate matter and other air pollutants and the restoration of biodiversity.

With the additional benefits of:

  • energy autonomy from renewable sources. To be achieved through the installation of photovoltaic panels with minimal impact on the landscape, on the anti-noise panels of the railway line, some symbolic parasol 'leaves' with solar panels and three tulip-shaped mini wind blades. Also with a view to establishing an energy community that brings together some buildings overlooking the square;
  • water autonomy, to be achieved instead through the recovery of the ancient fountain in the center of the square and drip irrigation to maximize savings in water consumption.

Funding

Il project of the Parco della Gioia could be financed through the various tenders available at national (e.g. Fund for inclusive suburbs) and European level which the project promoters are following carefully and are preparing to propose to Town Hall XI as soon as a useful opportunity arises to attend. Other sources of financing may come from the private sector, through the activities of through crowdfunding which will also make it possible to support maintenance costs and the initiatives of the Parco della Gioia.

Paulownia absorbs CO2 up to ten times more than other trees.
It grows remarkably quickly, generally reaches a height of 5 meters in the first year of life and its ability to absorb carbon allows it, when fully mature, to store over two tons of CO2.
