

On 11.3.20 - when the WHO declared the Covid-19 pandemic (1) - Prime Minister Giuseppe Conte adopted the decree #RestiamoaCasa, or Lockdown Italy. A series of first drastic measures of social containment, valid until 25.3.20. The persistence of a high risk of contagion then led to three further extensions of the restrictions, with minor changes.
The DPCM 10.4.20, signed by Prime Minister Giuseppe Conte, extension until 3.5.20 the measures already adopted to contain the risk of epidemiological contagion from Covid-19. (2)
This decree, supplemented by five annexes, therefore defines:
- permitted activities and prohibited activities,
- open commercial establishments,
- authorized industrial and commercial production activities,
- containment measures to be adopted in the aforementioned places and activities,
- sanitation measures to be respected.
The new measures apply nationwide. Without prejudice to the more restrictive containment measures adopted by the Regions, in agreement with the Minister of Health, to be applied in their respective territories.
In general it is prohibited leave their home. They are only authorized motivated travel from proven work needs, health reasons or situations of need. Including the shopping and purchases of essential goods.
Near the house, it is allowed to carry out motor activities, only individually, respecting the distance of at least one meter from any other person. Under no circumstances is it allowed to carry out recreational and recreational activities outdoors. And access to parks, villas, play areas and public gardens is prohibited.
It is forbidden to relocate or move - by public or private means of transport - in Municipalities other than that of residence or domicile. And it is forbidden to go to homes other than the main one, including second homes, as we mentioned in the previous article.
Gathering is prohibited of people in public places or places open to the public. Therefore sports centers, gyms, swimming pools, wellness centers, museums, cinemas, theaters, social centers etc. are closed.
People with symptoms of infection - respiratory or gastrointestinal problems, fever (> 37,5 ° C) - must remain at home and limit social contacts as much as possible, informing their doctor.
Covid-19 positive people must instead undergo fiduciary home isolation, with absolute prohibition to leave the house.
Commercial activities retail are generally suspended. The sales activities of foodstuffs, basic necessities and the following are currently authorized:
- hypermarkets, supermarkets, food discount stores, mini markets and other non-specialized shops of various foodstuffs, retail trade of frozen products, retail trade of food products, beverages and tobaccos in specialized shops (ateco codes: 47.2)
- newsstands,
- pharmacies, parapharmacies, medical and orthopedic shops,
- stationeries, bookstores,
- clothes for children and babies,
- computers, peripherals, telecommunications equipment, audio and video consumer electronics, household appliances,
- tobacconists,
- petrol stations,
- hardware, paint shops, flat glass, electrical and thermo-hydraulic equipment, lighting items,
- sanitary articles, soaps, detergents, polishing products and the like,
- perfumeries, shops for toiletries and personal hygiene products,
- small pets,
- material for optics and photography,
- vending machines.
The owners of the exercises have primary responsibility to guarantee the health and safety of workers, by adopting the measures provided for in 14.3.20 protocol.
Waiting for specific measures for 'phase 2', when more businesses are reopened, the general (and mandatory) rule of guaranteeing an interpersonal safety distance of (at least) one meter applies in the shops.
All activities relating to personal services are suspended. This is the case with beauticians, hairdressers, barbers.
The only operational services are:
- laundry and cleaning of textile and fur articles (also at industrial level),
- funeral home and related activities,
- banking, financial and insurance services.
Never interrupted activities in the agricultural, livestock and agro-food processing sectors, including supply chains that supply goods and services.
The activities of the catering services are suspended (including bars, pubs, restaurants, ice cream parlors, pastry shops), with the exception of canteens e catering continuous on a contractual basis.
Catering with home delivery (food delivery) is permitted, in strict compliance with the specific health and hygiene requirements to be extended to the delivery phase. Reference is made to the specific guidelines, which are also useful for the temporary conversion of restaurants and public businesses to food delivery. (3)
No prohibition is established for professional activities. However, it is recommended that maximum use of agile working methods is implemented for activities that can be carried out at home or remotely (4).
On the whole national territory all industrial and commercial production activities are suspended, with the exception of those indicated in attachment 3. The long list includes activities such as agricultural crops, manufacture of medicines, plastics, textiles, gas extraction, etc.
It is always allowed the production, transport, marketing and delivery of drugs, health technology and medical-surgical devices as well as agricultural and food products.
To support the workers and their activities, urgent measures were also issued regarding access to credit and tax compliance for companies, special powers in strategic sectors, interventions in the field of health and work, extension of administrative and procedural deadlines. (5)
