A Constitution for the Earth

A 'Constituent Land' must be established to elaborate the political program of a 'Constitution for the Earth'. The appeal for a new global constitutionalism was launched in Italy, on 'il manifesto', on 27.12.19. (1) With the idea of ​​building a School for the Earth and sharing an 'ethical compass' that can guide the decision-makers towards saving the planet and its inhabitants.

Constituent Earth. 'Change is possible'

Change is possible and it should not be relegated to the mere idyll of hope. We need to create a Constitution for the Earth, which overcomes state constitutionalism in view of a broader goal. Establish arule of engagement and every government's compass for the good governance of the world'. Without claiming to rule the world or to take away sovereignty from established orders.

The subject constituent is the people of the Earth, that is to say human unity that reaches a political identity, defines the forms and limits of its sovereignty and finally exercises it. So that the story can continue, without further anthropogenic disasters.

International law, the missing implementation

International law - through the founding Charter of the UN (1945), the Universal Declaration of Human Rights (1948), the two International Pacts (1966) and the many international and regional Conventions - proclaimed fundamental rights which, however, have largely remained on the charter . (2)

The concrete implementation of international law, through binding implementation rules for the various levels of government (state, regional, local) is a duty and cannot be postponed. For the international community, which in the periodic assemblies and conventions of the parties finds it difficult to achieve any tangible result. (3) And for the peoples who are part of it.

A School for the Earth

A School for the Earth it must be created to elaborate thought and train the political class to fight for rights and for the common good. The School, 'Constituent Earth', will not have the characteristics of traditional academies and schools. It will instead be 'disseminated and widespread, telematic and permanent, a network of schools with real and virtual classrooms'. With higher objectives such as the rehabilitation of the territory, the re-foundation of work, the abolition of the crime of illegal immigration, the signing by Italy of the UN Treaty for the prohibition of nuclear weapons.

The thematic areas will focus primarily on the following points of reflection:

1. new frontiers of law, new constitutionalism and the re-foundation of power,
2. neo-liberalism and anomie (absence of rules),
3. criticism of the cultures received and revision of the new names to be attributed to the events and of the past history,
4. weekly work and rest, dignity as opposed to commodification and exploitation leading to alienation,
5. la Laudato si ' and integral ecology,
6. the feminine principle, as a regenerating category of law, from the bond between woman and nature to the metaphor of the mother-earth,
7. artificial intelligence,
8. the necessary passage from the cultures of domination and war to those of liberation and peace,
9. how to get out of the dialectic of opposites, of the servant-lord and friend-enemy contradiction. To assume instead the logic ofet-et, sharing, harmony of differences, "being for the other" and "being the other",
10. the reopening of the question of God in modern times,
11. the Bergoglio case, as a foreshadowing of a new phase in the religious and secular history of the world.

The first assembly of the members of the Committee will be convened as soon as an adequate number of members is reached, for the approval of the Statute of the association, the formation and election of the statutory bodies and the setting up of the School's programs and activities.
